PREVIOUS PROPOSALS

Previous proposals for Hampden Fields, which included up to 3,000 new homes, were considered at a Public Inquiry in 2013. The Secretary of State for Communities and Local Government issued his decision in January 2015.

In his decision letter, the Secretary of State acknowledged that there was a need for more housing in the District and concluded that the benefits of the new housing delivered by the Hampden Fields proposals would be very substantial and would “individually and cumulatively” outweigh all but one of the shortcomings of the scheme.

The one shortcoming identified was the lack of certainty regarding the delivery of highway improvements to the Walton Street gyratory to mitigate the changes in traffic at this location resulting from the proposed development. This was the only reason why the Secretary of State decided not to grant planning permission.
